Town of Reading <br />X Meeting Minutes c l Vi 0 <br />°a�„�[ r1L”: :�'IIS�lJ, MA. <br />Board - Committee - Commission - Council: <br />Community Planning and Development Commission 2411 NOV -5 AM 11: 45 <br />Date: 09-09-2019 Time: 7:30 PM <br />Building: Reading Town Hall Location: Select Board Meeting Room <br />Address: 16 Lowell Street Session: <br />Purpose: Meeting Version: <br />Attendees: Members - Present: <br />John Weston, Rachel Hitch, Pamela Adrian, Associate Tony D'Arezzo <br />Members - Not Present: <br />Nick Safina <br />Others Present: <br />Community Development Director Julie Mercier, Staff Planner Andrew MacNichol, <br />Michael Palmer, Patricia Dababneh, Jeffrey Brem <br />Minutes Respectfully Submitted By: Kim Saunders <br />Topics of Discussion: <br />John Weston called the meeting to order at 7:33 PM. <br />Mr. Weston paid tribute to David Tuttle and held a moment of silence. <br />Continued Public Hearing Maior Modification to Approved Site Plan Review <br />107 Main Street, Fusilli's Restaurant <br />Michael Palmer and Jeffrey Brem were present for the Application. <br />Ms. Julie Mercier, Community Development Director, said the Applicant recently submitted a <br />slightly revised plan, based on the comments received from the Engineering Division, which <br />shows a change to the handicap parking configuration. <br />Civil Engineer Jeffrey Brem from Meisner Brem Corporation introduced himself and Michael <br />Palmer, the owner of Fusilli's Restaurant, and presented an overview: <br />• The site was formerly Wayside Bazaar; <br />• The lot size is 31,940sf; <br />• The existing use is a restaurant with 49 parking spaces; <br />• The drainage system includes catch basins and stormwater features that drain out <br />towards Hopkins Street; <br />• The roof runoff goes into the infiltration system; <br />• The Community Planning and Development Commission approved the Site Plan <br />Review about a decade ago and the site was built according to plan; <br />• There are two handicap parking spaces and a crosswalk, both with van accessibility; <br />• The lot is split zoned between the Business A and Residential 5-15 zoning districts; <br />• An increase in business caused parking to be off -premises and the Applicant wants to <br />provide employee parking on-site; <br />• The Applicant filed with the Conservation Commission in May, originally proposing 9 <br />parking spaces; <br />Page 1 1 <br />
