Executive Session-Board of Selectmen <br /> August 20, 1987 <br /> Jack Russell indicated that he had some discussion with Ted Cohen <br /> regarding the legality of use of the access to Ash Street for the <br /> new public works facility until the other issues can be worked <br /> out. Ted Cohen had indicated to Mr. Russell that because the <br /> Town did not own the land directly accessing Ash Street that such <br /> access would not be legal except in an emergency situation. <br /> There was considerable discussion and it was decided that we <br /> would have to live with this decision other than an emergency <br /> situation. <br /> The pay and classification study done for clerical employees is <br /> discussed. The Board of Selectmen agreed to a negotiating posi- <br /> tion which would required phased implementation over probably two <br /> years using approximately $25 ,000 for the first year implementa- <br /> tion in addition to the expected 5% increase which was included <br /> in ' the budget. It was not determined whether the Board would go <br /> to Town Meeting or request reserve fund transfers from Fin Com, <br /> although it was determined that a presentation should be made to <br /> Town Meeting on the entire pay and class study. <br /> The Board was unanimous in its feeling that the step program <br /> should be adopted only on the basis of a merit increase from one <br /> step to another. The entire grade and step system would move <br /> from year to year based on cost of living. <br /> Motion by Graham seconded by Ziegler the meeting be adjourned. <br /> Meeting was adjourned at 10 : 20 P.M. <br />
