Minutes of the Board of Selectmen Executive Session <br /> April 23, 1991 <br /> The Executive Session convened at 10:46 p.m. in the Conference <br /> Room, Town Hall, Reading, Massachusetts. Present were Eugene <br /> Nigro, Chairman, Dan Ensminger, Vice Chairman, Sally Hoyt, <br /> - Secretary, Russ Graham and George Hines, Selectmen, and Peter I. <br /> Hechenbleikner, Town Manager. <br /> On motion by Graham, seconded by Ensminger, the minutes of 3-19- <br /> 91 were approved as amended by a vote of 5-0-0. <br /> On motion by Ensminger, seconded by Graham, the minutes of 3-25- <br /> 91 were approved as amended by a vote of 5-0-0. <br /> Dan Ensminger asked what actions by RESCO prompted the Town <br /> Manager's letter regarding the need for all information on RESCO <br /> to go through the Public Works Director. The Town Manager indi- <br /> cated that there was no action in Reading, but that other com- <br /> munities were experiencing RESCO's trying to get information from <br /> other channels, rather than the appropriate channels considering <br /> that this matter is under litigation. <br /> Dan Ensminger was concerned about the letter from Homart. He was <br /> specifically concerned about the possibility of commercial <br /> development on that property. The Board directed the Town <br /> Manager to express disappointment in the status of marketing for <br /> the site and in getting notice that consideration was being given <br /> to commercial activity for the site. <br /> The Town Manager reviewed the status of labor negotiations. The <br /> Board indicated that, with regard to the firefighters contract, <br /> that we need to stand firm on the issue of being able to have <br /> layoffs if that becomes important. They suggested that we should <br /> express that on the municipal side of government, Public Safety <br /> is the highest priority, and that Town Meeting has supported the <br /> Public Safety Departments. The Town Manager reviewed the status <br /> of the other negotiations, and the Board agreed that the nego- <br /> tiations with the Police Superior Officers need to be somewhat <br /> hard-nosed, considering our initial presentation. <br /> On motion by Nigro, seconded by Hines, the Board voted to come <br /> out of Executive Session at 11:29 p.m. , with all five members <br /> voting in the affirmative. <br /> On motion by Ensminger, seconded by Hines, the Board. voted to ad- <br /> journ at 11:30 p.m. by a vote of 5-0-0. <br /> Resp,Zctfully submitted, <br /> ecret y <br />
