Minutes of the Board of Selectmen Executive Session <br /> February 11, 1992 <br /> The Board convened in Executive Session at 7:07 p.m. Present <br /> were Chairman Eugene Nigro, Vice * Chairman Dan Ensminger, <br /> Secretary Sally Hoyt, Selectmen Russ Graham and George Hines, <br /> Town Manager Peter I. Hechenbleikner and Ed Whaley. _ <br /> Mr. Whaley presented a proposal to the Board of Selectmen to <br /> lease a portion of the former landfill site for five plus or <br /> minus years. He would need six to ten acres of the front area to <br /> create a parking area for 100 cars, construct a four-car garage- <br /> size building, construct five driving tees and lights. The busi- <br /> ness would be in operation from April through September, although <br /> they might enclose ten to twelve stalls and construct a shed <br /> roof. The capital cost would be $225, 000 ±. <br /> The advantages would be that it would clean up the area, and <br /> would generate some income for the Town. If the project was <br /> started in April, the Town would realize approximately $25, 000 <br /> this year, and this would increase five to ten percent per year. <br /> Mr. Whaley would oversee the driving range operation, and his two <br /> sons would operate it. They would offer a senior citizen rate, <br /> provide free time for RMHS and Austin Prep, and would have one <br /> night as Reading night. <br /> He feels that if Homart was to develop on a phased basis, that it <br /> could work with the driving range still in operation. The initial <br /> proposal is for a driving range only, but they would also con- <br /> sider a pitch and putt course, batting cages, and miniature golf. <br /> Additional facilities may be added in return for a longer lease <br /> by the Town. They would utilize both gates to Walkers Brook <br /> Drive, and may or may not move the large pile of earth. The Town <br /> could realize $300,000 - $350,000 if leased over ten years. The <br /> minimum required would be a five-year lease. Hours of operation <br /> would be 8:00 a.m. to 9:00 p.m. He has built similar facilities <br /> in Palo Alto Hills, and in Peabody. <br /> Questions raised were DEP approval, Town Counsel review, approval <br /> of Homart, and whether Town Meeting action would be needed. <br /> On motion by Graham, seconded by Ensmigner, the Board voted to <br /> adjourn to Open Session at 7:32 p.m. All five members voted in <br /> the affirmative and the motion was carried. <br /> 7ResrLctfully submitted <br /> Secrery <br />
