MS had applied for a demo permit to demolish the garage, but demolished
the structure prior to receiving the permit; hence he didn't go thru the proper demolition
delay process as determined by the Building Inspector. The Building Inspector had
advised MS that before he could issue a foundation permit for a proposed new garage,
MS would have to obtain RHC's approval on the original demolition permit.
