READING HOU4 JFG AUTHORITY <br />(W Minutes of the Special Meeting - November 19, 1980 <br />The Reading Housing Authority met in Special Session at 8 :00 P.M. on <br />Wednesday, November 19, 1980, at 22 Frank D. Tanner Drive in the Tom of Readin <br />Massachusetts. Proper notice of this meeting was posted by the Executive Direc <br />in accordance with the provisions of Chapter 39 of the General Laws as amended. <br />The meeting was called to order by the Chairman, Mr. Dempster. Those m <br />bers also present were Mr. Westra, Mr. Johnson and Mr. Ogden, forming a quorum. <br />Mrs. Pierce, the Executive Director, was also present. <br />Wendy Plotkin of M.A.P.C. was in attendance to provide the follow -up in <br />tion requested from her at the previous Special Meeting of October 21st. Those <br />interested parties also attending were as follows: <br />Maureen O'Brien - Chairman, Reading Selectmen <br />Herbert Converse - Congregational Church Housing Committee <br />Members of the League of Women Voters: <br />Shirley Sweeney, Eleanor Dustin, Harold Wyatt, <br />Russ Stein, Carol Jenney, Barbera Hewitt <br />and Special Guest, Catherin Villers, Chairperson, Concord H.A. <br />First of all, Mr. Dempster addressed the issue of the Community Assista <br />Program which provides up to one year of M.A.P.C. staff time and resources to w <br />on local or subregional projects. The deadline for application of these funds <br />4043-ic eaber 28th. M.A.P.C. guidelines for this assistance require a contribution <br />funds equal to 10% of the total project cost; unless the project requir <br />less than 8 person weeks of technical assistance, and then there is no cost. <br />However, Wendy pointed out that at this time, housing planning studies <br />not funded under this Program, but there are some funds that could be available <br />a "land -use" study. <br />It was generally agreed that since Reading does not have any particular <br />to submit in a summary at this time, the deadline of November 28th could not be <br />The Programs which are administered by Housing Authorities were then <br />cussed by Wendy. These Programs, involving State and Federal funds were outl <br />at the previous meeting and a copy of this summary is attached hereto. The p <br />pants then talked about the good and bad aspects of each Program, and the pro <br />that would have to be faced concerning the zoning laws and building codes. <br />Next, Wendy Plotkin introduced Ms. Catherine Villers who spoke of the eff <br />of the Concord Housing Authority in the housing field.- She said that Concord wa <br />like Reading in many respects, and they, too, started out with a small housing f <br />the elderly several years back. Since that time, they have gradually expanded t <br />assist families and elderly through the leased housing programs, State 707 and H <br />Section 8. Also they have built a Co#gfr'egate Housing site and are anticipating <br />approval of funds for Chapter 689 Communal Housing for the Handicapped. She sai <br />that all members of her Housing Board are dedicated to telieving the-housing pro <br />'ms in the Town of Concord and spend much of their time working out the details <br />C q s <br />the various applications, etc. Town meeting in Concord has also appropriated <br />1. <br />
