READING HOUSING Ai3PHARLTY <br />Minutes of the Special Meeting <br />September 23, 1980 <br />The Reading Housing Authority met in special session at 7 :30 P.M. o <br />Tuesday, September 23, 1980 at 22 Frank D. Tanner Drive in the Town of Rea, <br />Massachusetts. Proper notice of tiffs meeting was posted by the Executive D <br />for in accordance with the provisions of Chapter 39 of the General Laws as <br />amended by Section 3, Chapter 303, Acts of 1975. <br />The meeting was called to order by the Chairman, Mr. Dempster. Those <br />members also present were Mr. White, Mr. Ogden and Mr. Westra, forming a q orum. <br />Mrs. Pierce, the Executive Director, was also present. ul <br />mously s Upon a motion made by Mr. White and seconded by Mr. Westra, it was u�nani- <br />VOTEDs To accept for the record, the Minutes of the regular meet <br />held September 8, 1980, copies of which had previously been mailed to all <br />bers of the Board. <br />The Chairman thereupon declared said notion carried and said vote in effect <br />Mrs. Pierce presented to the members, a proposal for accounting s ces <br />from Richard Fenton of Neeham for the Section 8 Program. Mr. Fenton perfo ed <br />the biennual independent audit of 1978 and was contracted to close the Seat on 8 <br />books at the •ind of the current fiscal year. Mr. Fenton listed all the acc unt- <br />ing services and reporting procedures required by HUD which he plans to Ora. <br />He also offered assistance in financial consulting services and preparation of <br />the Annual Budget for Section 8. His rate is $30 per hour and he estimates <br />that approximately three hours will be necessary per quarter, plus some &M - <br />tional time at the end of the fiscal year. <br />After a brief discussion, a motion was made by Mr. White and <br />by Mr. Westra, and unanimouslys <br />VOTED: To contract with Richard Fenton to perform all accounting <br />vices for h Section 8 Program at the rate of $30 per hour. <br />The Chairman thereupon declared said notion carried and said vote in effect <br />Prior to this meeting, Mrs. Pierce had distributed copies of the Sec on 8 <br />Management Review by Thomas Watkins of HUD, for the Board's information. T 's <br />Report was found to be favorable in all respects, except for one finding co - <br />cerning an apartment rented at 79 Colonial Drive. Mrs. Henzello had alr <br />taken care of that matter, the Lease has been cancelled and a letter to tha <br />effect had been forwarded to HUD. There were a few comments by members of <br />the Board on some paragraphs in this Report - mostly in the form of clarifi- <br />cation of some of the facts stated concerning the Program in Reading itself' <br />Mrs. Pierce was asked to report the comments of the Board to Mr. Watkins in� <br />the form of a letter, for the record. <br />At this point in the meeting, Mr. Johnson entered, making the Board <br />A <br />1. <br />
