READING HOUSING AUTHORITY <br />Minutes of the Meeting of February 11, 1991 <br />A regular business meeting of the members of the Reading Housing Aul <br />was held on February 11, 1991 at the office of the Authority, 22 Fri <br />D. Tanner Drive in the Town of Reading, Massachusetts. The meeting' <br />was called to order at 7:30 P.M. with Richard S. Demspter, Chairman; <br />presiding. Other members present and forming a quorum were: Mr. Swl <br />Mr. Reynolds, Ms. Galvin and Mr. McIsaac. The Executive Director, <br />Ms. Plansky, was also in attendance. <br />Minutes <br />Upon a motion duly made by Mr. Reynolds and seconded by Mr. Sweet, <br />it was unanimously <br />hority <br />nk <br />et, <br />VOTED: To approve the minutes of the meeting of January 28, 1991 <br />with the following corrections: Under "Finances" on page 1, change <br />"and seconded by Ms. Galvin" to "and seconded by Mr. Reynolds "; and <br />on page 3 before "Banking Services" to change "Chairman Dempster ex used <br />himself and Mr. Mr. McIsaac presided "" to "Chairman Dempster left <br />the meeting and Mr. McIsaac then.presided." The Board accepted then <br />minutes as corrected for the record. <br />The Chairman then declared said motion carried and said vote in effect. <br />Finances <br />The Board reviewed the billroll /checkroll for the period. Upon a <br />motion duly made by Mr. Reynolds and seconded by Ms. Galvin, it was <br />unanimously <br />VOTED: To approve and sign the checkroll /billroll for the period <br />from check #3204 -3228 as presented. <br />The Chairman then declared said motion carried and said vote in effect. <br />Meeting with Representative Krekorian <br />The Board welcomed Representative Krekorian to the Board meeting. <br />An overview of housing issues was presented to the Representative. <br />Representative Krekorian gave an assessment of the budget cuts and <br />its impact on housing. Among the topics covered: <br />- State budget deficit is at a minimum of $65(M and could be as <br />much as $800A(; I <br />- There is no public support for taxes; cuts will have to be deep <br />and will affect all segments of the population; <br />- State is considering base budgeting and a long term economic <br />growth plan; <br />- Furloughs are currently proposed for Administrative and Executive <br />branch employees; housing authorities are not included currently; <br />- Board presented their view of the reverse incentives that the <br />priorities and preferences in the current EOCD regulations e courage <br />- Micro- management of Local Housing Authorities (LHA) by EOCD <br />
