READING HOUSING AUTHORITY <br />Minutes of the Meeting of July 8, 1991 <br />A regular business meeting of the members of the Reading Housing Authority <br />was held on July 8, 1991 at the office of the Authority, 22 Frank <br />D. Tanner Drive in the Town of Reading, Massachusetts. The meeting <br />was called to order by the Chairman, Mr. McIsaac, at 7:30 P.M. Those <br />members present and forming a quorum were: Ms. Galvin, Mr. Reynolds <br />and Mr. Sweet. The Executive Director, Ms. Plansky, was also in attendance. <br />Minutes <br />Upon a motion duly made by Mr. Reynolds and seconded by Ms. Galvin, <br />it was unanimously <br />VOTED: To accept for the record the minutes of the Meeting of June <br />10, 1991 as presented. <br />The Chairman then declared said motion carried and said vote in effect. <br />Finances <br />Upon a motion duly made by Mr. Sweet and seconded by Isis. Galvin, it <br />was unanimously <br />VOTED: To approve and sign the checkroll /billroll for the period, <br />from Check #3469 -3523 inclusive. <br />The Chairman then declared said motion carried and said vote in effect. <br />New Rent Regulations - State Programs <br />The Board was informed that the new rent regulation which would increase <br />the tenant share of rent from 25% to 270 on July 1, 1991 and to 36% <br />on July 1, 1992; and from 17% to 22% on July 1, 1991 and to 25% on <br />July 1, 1992 for those tenants that pay utilities has now become effective <br />law and must be implemented by the Authority. <br />After some discussion on the impact that this has on the administrative <br />workload as well as the necessary verifications needed, the Board' <br />considered asking for a waiver to have rents for the 667 -C development <br />changed from September 1st to October lst effective in 1992. <br />Upon a motion duly made by Mr. Sweet and seconded by Mr. Reynolds, <br />it was unanimously <br />VOTED: To request a waiver from EOCD to change recertification date <br />for the 667 development from September 1st to October lst effectilve <br />with the 1991 recertification. This will allow enough time between <br />closing dates for verifications (6/30) and the necessary 30 day notice <br />period required. <br />The Chairman then declared said motion carried and said vote in effect. <br />
