READING HOUSING AUTHORITY <br />Minutes of the Meeting of Executive Session of Jann ir-i <br />19, 199 <br />A meeting of the Reading Housing Authority was held on Wednesday, <br />January 19, 1994 at 5:30 P.M. at 16 Lowell Street in the Town <br />of Reading, Massachusetts. The meeting was called to order <br />at 5:30 P.M. by Acting Chairman, Mr. Sweet. Those members <br />present and forming a quorum were: Mr. Allen, Ms. Galvin, <br />and Mr. Reynolds. The Executive Director, Ms. Plansky, was <br />also in attendance. <br />Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, <br />it was unanimously <br />VOTED: To adjourn to Executive Session with the Board of <br />Selectmen to discuss matters relative to the sale of real <br />estate and not to reconvene in public session by the following <br />vote: <br />Mr. Reynolds - aye <br />Mr. Allen - aye <br />Ms. Galvin - aye <br />Mr. Sweet - aye <br />Mr. McIsaac - absent <br />The Chairman then declared said motion carried and said vote <br />in effect. <br />The Authority and the Board of Selectmen discussed the issues <br />of the proposed Assisted Living Facility from Longwood Associates <br />for 70 units of housing. Mr. Casper from Longwood has an <br />application for MHFA financing for this project. Under MHFA <br />guidelines, 20% of the units have to be set -aside for low - <br />income housing. Under that 20% provision, Mr. Casper proposes <br />only to allow the lowest income (under $6600) in order to <br />qualify for the Group Adult Foster Care money of $36 /day. <br />The Authority % r <br />P-rege�a� -as i-t excludes all persons over $6600 /year annual <br />income and market rate units would cost $2000- 2800 /month and <br />would require an income of $36,000 + /year to support this payment. <br />The Authority had submitted a proposal to the Board of Selectmen <br />in which Section 8 vouchers /certificates would be project - <br />based and would permit a household of one person with an income <br />of $17,900 or less to qualify. This would provide the accessibility <br />to this much - needed facility for persons earning over $6600 <br />and less than $17,900. The Authority also presented a statisti al <br />analysis of the current Tanner Drive residents who would qualif <br />for the Longwood vs. the Authority proposal. <br />
