READING HOUSING AUTHORITY <br />Minutes of the Meeting of September 18, 1995 <br />A regular Board meeting of the Reading Housing Authority was held on Monday, September <br />1995 at 7:30 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the Town of <br />Reading, Massachusetts. The Chairman, Reverend Robert K. Sweet, Jr., called the meeting to <br />order. Those members present and forming a quorum were: Mr. Sweet, Ms. Galvin and Mr. <br />Allen. Ms. Plansky was also in attendance. <br />Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously <br />VOTED: To approve and accept for the record the minutes of the following meetings as <br />presented: <br />Regular Session - August 7, 1995 <br />Executive Session - August 7, 1995 <br />Regular Session of the adjourned meeting of August 15, 1995 <br />Executive Session of the adjourned meeting of August 15, 1995 <br />Regular Session - September 7, 1995 <br />Executive Session - September 7, 1995 <br />The Chairman then declared said motion carried and said vote in effect. <br />Ms. Teresa Ewald and Debbie Roy of Fenton, Ewald and Associates presented the overview c <br />the budgets for the Authority for fiscal year 1996. Ms. Ewald explained the "Budget Guidelir <br />from EOCD resulting in "0" bottom line budgets, the new administrative fee schedule which <br />resulted in an increase of revenue as well as the additional funding for the FSS Coordinator fr <br />HUD, and the income stream from the RHA -owned units. The Authority is in a good financi <br />condition due to the fact they have been able to acquire their own units and to subsidize those <br />units with Section 8 certificates and vouchers. <br />The Board discussed the impact of HUD issuing Community Development Block Grants eith <br />through the city /town or the state - both of which would have adverse financial impact to the <br />Authority. <br />18, <br />The Board discussed the issue of Administrative Salaries and approved the increases. The <br />additional man -hours for the full -time, part-time and seasonal employees resulted in a <br />Maintenance Salary increase which had been previously approved by the Board. The Board also <br />reviewed the Schedule of Non - Routine Maintenance Items and approved the list as presented. <br />Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously <br />
