READING HOUSING AUTHORITY <br />Minutes of the Regular Meeting - January 26, 1982 <br />(W The Reading Housing Authority reconvened the meeting-of January 13, 1982 <br />war adjourned due to lack of a quorum, on January 26, 1982. The meeting was h <br />at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts at 7:30 P.M. <br />Notice of this rescheduled meeting had been properly posted in accordance with <br />the By -Laws. <br />which <br />The Chairman, Mr. Dempster,called the meeting to order. Those members lso <br />present were Mr. White, Mr. Westra, Mr. Johnson and Mr. Rand, forming a quorum. Mrs. <br />Pierce, the Executive Director, was also present. <br />First on the Agenda, was a motion made by Mr. White and seconded by Mr. <br />and unanimously: <br />VOTED: To accept for the record, the Minutes of the regular meeting <br />December 1V, 1981, copies of which had previously been mailed to all members. <br />The Chairman thereupon declared said motion carried and said vote in effect. <br />Upon a motion made by Mr. Johnson and seconded by Mr. White, it was <br />unanimously: <br />VOTED: To ratify the signing of checks on January 13th by Mr. Dempster and <br />Mr. Westra, to pay bills due at that time, and also to approve and pay chocks"and <br />bills due for this meeting. A total listing of these checks is attached hereto and <br />(:ado a pert of these Minutes, and had been previously mailed to�fi l members. <br />The Chairman thereupon declared said motion carried and said vote in effect. <br />Mrs. Pierce distributed copies of the Quarterly Report for the period <br />December 31, 1981, and all accounts seemed to be running as expected when the <br />was put together. <br />On the subject of the Budget, Mrs,: Pierce discussed with the Board the <br />crease <br />. h <br />vacancies in the Project - nine since September - and the problem of getting th <br />apartments cleaned and painted for incoming tenants with just the one Maintenan <br />a Man. <br />Mr. Muise can only devote so such time to this among his other duties, especially <br />in <br />the winter months, with snow removal, etc. At this point, there were three va <br />- <br />cies which would bring it to at least May before all could be redone and occupi <br />, <br />allowing Mr. Muise a month to complete each. Mrs. Pierce explained that the B <br />get <br />doesn't allow for spending money for outside contracts under the Contractual S <br />- <br />vices account for this purpose,since vacancies had never occurred in such frequ <br />cy <br />before. However, the Board was concerned that these apartments are being lef <br />empty for more than a month at a time, and instructed Mrs. Pierce to make arran <br />- <br />ments as she sax necessary with cleaning and painting contractors, to have the <br />apartments ready for occupancy as soon as possible. It was the general consensus <br />that there are times when the Budget cannot be completely adhered to, and this is <br />one of those times - the upkeep of the Project and the apartments comes first. <br />Mrs. Pierce stated that the balance in the checking account with the BayBank <br />Middlesex on December 31, 1981 was $937.55• On-4anuary 13, 1982 when checks xe <br />gned, there was a deficit in this account of $2,730.45. At that time, Mr. De }�- <br />er and Mr. Westra had signed a check on the M.M.D.T. account for $3,500 to co er <br />these bills. The total in that savings account before this withdrawal was $24, 37.53 <br />plus interest. Mrs. Pierce had also reported that all rents for the month of <br />January had been paid, totalling $7,761.00, for 667 -C. <br />1. <br />
