READING HOUSING AUTHORITY <br />Minutes of the Special Meeting - October 29, 1984 <br />The Reading Housing Authority met in Special Session at 7:30 P.M. on <br />Wednesday, October 29, 1984, at 22 Frank D. Tanner Drive in the Town of Reading, <br />Massachusetts. Proper notice of this meeting was posted by the Executive Direc- <br />tor in accordance with the provisions of Chapter 39 of the General Laws, as Eimended. <br />The meeting was called to order by the Chairman, Mr. Dempster. Thos <br />members also present were Mr. Westra, Mr. White, Mrs. Swain, and Mr. Rand, <br />forming a quorum. Mrs. Pierce, the Executive Director, was also present. <br />The purpose of this meeting was to approve the 1984 -85 667-C Budget. <br />But, first of all the Authority was visited by neighbors abutting the prope <br />at 74 Bancroft Avenue, the 689 Project. <br />During that week, the person who had been in residence there since <br />July of 1983, Peter Kohm, had moved out. Mrs. Pierce had heard of a family <br />who were in need of a temporary residence through the oil dealer, S. M. Hodson; <br />and after meeting them and feeling it would be a satisfactory arrangement for <br />them, as well as the Authority, she had signed an agreement with them to movo, in. <br />Apparently, the commotion of their moving in over the previous weeken <br />had upset the neighbors who did not know what was really going on with the�use <br />4Wof this house. They wanted to hear straight from the Authority concerning their <br />future plans. There was then much discussion concerning the background of the <br />Program, and the fact that the Authority had no idea, going into this originally, <br />that the whole process of renovating the house, and placing the residents th , <br />would go on for the length of time that it has. <br />Mrs. Pierce also apologized for not keeping the neighbors more informe <br />as to what was going on, and promised to keep the lines of communication open <br />from now ono The Board thanked the neighbors for coming, and requested tha <br />they attend any meeting they wished to in the future, and to advise Mrs. Pier <br />of any problems with the current residents there. It was the hope that the <br />Project would soon be completed - at least by early Spring - and the neighbor <br />would have no further problems. <br />The neighbors left the meeting feeling more informed, and hopefully ha <br />ing more confidence in the Authority's handling of the Project. <br />Before getting into the Budget, the subject of the 705 Program was brojaght <br />before the meeting. A letter from Curtis Davis, Staff Architect for EOCD on <br />this Program, was read, in which he summarized his observations of the potential <br />Family Housing sites which he visited in Reading on October 2nd. The three sites <br />preferred are: <br />1. The Pearl and Audubon Street sites <br />2. The Oakland and Waverly St. site <br />3. The Wilson and Pleasant St. site <br />LV All of the above, it stated, conformed to EOCD site selection criteria. <br />He then went on to more detail about each site, stating the pros and cons for <br />development, and advised the Board to meet with key Town officials to prepared, <br />an article for the warrant for a future Town Meeting. <br />1. <br />
