READING HOUSING AUTHORITY <br />(W Minutes of the Special Meeting - March 19, 1984 <br />The Reading Housing Authority met in Special Session at 7 :30 P.M. on Monday, <br />March 19, 1984, at 22 Frank D. Tanner Drive in'the Town of Reading, Massachusetts. <br />Proper notice of this meeting was posted by the Executive Director in accordance <br />with the provisions of Chapter 39 of the General Laws as amended. <br />The Meeting was called to order by the Chairman, Mr. Dempster. Those members <br />also present were Mrs. Swain, Mr. Westra and Mr. Rand, forming a quorum. Mrs.' <br />Pierce, the Executive Director, was also present. <br />The purpose of this meeting was to discuss in,detail the Proposal for Funding <br />under the State Chapter 705 Program for low- income family housing. Mrs. Pierce <br />stated that she had attended the meeting in Framingham on March 14th, and learned <br />more about the application process, and what the funding priorities would be. First <br />of all, the Directors were told that the funding is going to be in two stages, dur- <br />ing the first part of May - and then later in the year. Authorities who are not <br />funded in the first round, should not be discouraged, as only half the money will be <br />committed at that time, and all applications not funded will be considered later. <br />They can be changed or amended at any time before the second funding round. The <br />emphasis for the spending of the money is on family housing, and if an Authority sub- <br />mits an application for elderly, or congregate housing, they must submit an applica- <br />tion for:ane.f Aily unit for every four elderly units requested as well. Those <br />Authorities requesting family units only are most welcome to submit a Proposal for <br />any number of units - new construction, or acquistion with rehab. - anything is' <br />(;;tisfactory. <br />Also, in submitting a Proposal under the 705 Program, one does not have to be <br />site - specific, but if the Authority has a particular property in mind, they may <br />specify, although all sites will be considered as tentative until final approval <br />is given by E.O.C.D. <br />Although the literature given in the package mentions the figure of $40,0100 <br />per unit for multi - family houses, Mrs. Pierce said she was told by Kathryn Kasich <br />who heads up this Program, that they could go as high as $60,000 depending upon the <br />costs of real estate in a particular Town. <br />The six -unit property mentioned at the previous meeting is at 256 -274 Haven <br />Street in Reading and are comprised of 3 -6 room and 3 -5 room apartments, and are <br />owned by Morley Realty Trust in Wakefield. Mr. Morley has provided the Board with <br />a "fact sheet" about the property and a copy of the lot plan. These buildings <br />need extensive rehab. and the owners said they would consider an offer in the area <br />of $255,000.00. <br />It was the feeling of the Board to use this property as a basis for the Pro- <br />posal, knowing that they would hot be committed to this site, but that having a <br />particular plan in mind, could give them some priority. Therefore, after still <br />further discussion, a motion was made by Mr. Westra and seconded by Mrs. Swain, <br />and unanimously: <br />VOTED: That the Reading Housing Authority submit a Proposal for Funding <br />(Wnder the State Chapter 705 Program for six units of low- income family housing. <br />The Chairman thereupon declared said motion carried and said vote in effect. <br />1. <br />
