0 <br />READING HOUSING AUTHORITY <br />Minutes of the Regular and Annual Meeting - April 12, 1"8 <br />The Reading Housing Authority met in regular session on Tuesday, April 12, 1983 <br />at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. <br />Notice of this meeting had been properly posted in accordance with the By -Laws. <br />The meeting was called to order by the Chairman, Mr. Dempster. Those mem- <br />bers also present were Mr. Westra and Mr. Rand, forming a quorum. Mrs. Pierce, the <br />Executive Director, was also present. <br />A motion was made by Mr. Westra and seconded by Mr. Rand, and unanimously: <br />VOTED: To accept for the record, the Minutes of the Regular Meeting held <br />March 14+, 1983, copies of which had previously been mailed to all members. <br />The Chairman thereupon declared said motion carried and said vote in effect. <br />Upon another motion made by Mr. Rand and seconded by Mr. Westra, it was <br />unanimously: <br />VOTED: To approve the payment of bills and sign checks for 667 -C in the <br />amount of 14,984.25, and to ratify and sign checks for the Section 8 Program in <br />the amount of $2,143.53• <br />The Chairman thereupon declared said motion carried and said vote in effect. <br />At this point in the meeting, the regular order of business was interrupted <br />by a visit from representatives of U. S. Energy Control, Inc. who were present to <br />talk with the Board about their "Uni- Temp" thermostats for the Project. Mr. Robert- <br />son, Sales Representative and Mr. Hague, Engineer, had previously visited Mrs. Pierce <br />one morning and had been shown through the Building and a vacant apartment to see how <br />they could adapt their system to the Authority's needs. Mrs. Pierce had given them <br />figures on energy costs for the past year, and based on those, and considering all <br />factors, they felt that they could save the Authority approximately $9,000 per year. <br />This would involve a central control in each Building for thermostat settings in <br />the apartments at day and nighttime temperatures, determined by the Authority. <br />U. S. Energy Control is prepared to offer this system to the Authority at a total <br />lump sum cost for installation and equipment of $27,000, or on a Lease basis with <br />free installation and a monthly fee, with an approximate 3 -year payback from the <br />savings incurred. <br />At this point Mr. White entered the meeting, and was filled in on what had <br />preceded in this matter. <br />The members had many questions concerning the effectiveness of such a system <br />in an elderly project where there are so many individual situations, but each con- <br />cern seemed to be able to be handled in one way or another. <br />Mr. Robertson said that they have already been to E.O.C.D. to demonstrate <br />this product and have received the endorsements of Mr. Fitzpatrick and Mr. Stockman <br />of that Department. Mrs. Pierce pointed out, however, that they did not take into <br />consideration that the money must be taken from the Annual Budget if the system is <br />leased, or from the Operating Reserves if purchased outright. The Reading Housing <br />Authority does not have money of this type to use and even though savings would be <br />1. <br />
