READING HOUSING AUTHORITY <br />MINUTES OF THE Regular BOARD MEETING, November 7, 2011 <br />A regular business meeting of the Reading Housing Authority was held on Monday, November 7, 2011 <br />at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was <br />called to order at 5:58 P.M. with the Chair, Timothy Kelley presiding. Those members present and <br />forming a quonam were Karen L. Flammia, Kevin Mulvey, and Mary Connors well as the <br />Secretary/Executive Director, Lyn Whyte. Diane Cohen was absent <br />Minutes Move Mary Second Kevin Vote 4-0 <br />12 -27 VOTED: To accept for the record the Minutes of the Regular Business Meeting of October 3, 2011, as presented. <br />Finances Move Mary Second Karen Vote 4-0 <br />12 -28 VOTED: To approve and sign the checkrollfbillroll for the period for Accounts Payable Check #3682 -3754 <br />Payroll Summary as presented for October, 2011. Section 8 Voucher Program, #6510 -6595 as presented. <br />Finances Move Mary Second Karen Vote 4-0 <br />12 -29 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end September, <br />2011 of the current fiscal year. <br />Section 8 Payment Standards Move Karen Second Kevin Vote 4-0 <br />12 -30 VOTED: To approve updated Payment Standards per K. Rolli's memo. Effective 12 -01 -11 the RHA <br />100% of FMR would be: <br />0 BDR IBDR 2BDR 3BDR 4BDR <br />$1099 $1166 $1369 $1637 $1799 <br />Revised Budeet Certification FY 2012 Move Karen Second Mary Vote 4 -0 <br />12 -31 VOTED: To certify that the Reading Housing Authority annual Operating Budget for Program 400 -1 for the <br />fiscal year beginning July 1, 2011 previously Bled with DHCD through BARS is complete and accurate in all respects. <br />Salary Certification FY 2012 Move Mary Second Kevin Vote 4 -0 <br />12 -32 VOTED: To certify that the Reading Housing Authority Board has previously approved an employment contract <br />for the Executive Director of the Reading Housing Authority that is true and accurate and fully reflects the total <br />compensation for the Executive Director as reported in our FY2012 Budget submittal as complete and accurate in all <br />respects. <br />Personnel Matters: <br />- None at this time <br />Renort of Proerams: <br />Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. <br />Sec 8 Report- Utilization report provided by Kathy Rolli for board review. <br />Resident Service Coordinator- Current Tannerville Newsletter provided. <br />New Business- <br />- Published Fair Market Rents for the RHA Section 8 program were presented for review and approval. <br />' These new bedroom rents will go into effect on December 1, 2011. The memo was presented to the <br />Board by the Executive Director and as prepared by Kathy Rolli, Sec. 8 Program Coordinator. <br />Correspondence from the Housing Authority Insurance Group indicating RHA award for a "Low Loss <br />Ratio" rating that resulted in our receiving a $1480.00 dividend for FY 2011. <br />- Correspondence sent to Reading Board of Selectmen showing RHA interest in acquiring tax title land <br />for development if available in the future was shared with the Board.
