READING HOUSING AUTHORITY <br />' MINUTES OF THE Regular BOARD MEETING, March 5. 2012 <br />A regular business meeting of the Reading Housing Authority was held on Monday, March 5, 2012 at <br />5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was <br />called to order at 5:38 P.M. with the Chair, Timothy Kelley presiding. Those members present and <br />forming a quorum were Diane Cohen and Kevin Mulvey, as well as the Secretary/Executive Director, <br />Lyn Whyte. Mary Connors and Karen L. Flammia was absent <br />Minutes Move Diane Second Kevin Vote 3 -0 <br />12 -50 VOTED: To accept for the record the Minutes of the Regular Business Meeting of February 6, <br />2012 as presented. <br />Finances Move Diane Second Kevin Vote 3 -0 <br />12 -51 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check <br />#3908 -3955 Payroll Summary as presented for February, 2012. Section 8 Voucher Program, #6852- <br />6936 as presented. <br />Finances Move Diane Second Kevin Vote 3-0 <br />12 -52 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month <br />end January, 2012 of the current fiscal year. <br />Trash Contract Move Kevin Second Diane Vote 3 -0 <br />' 12 -53 VOTED: To authorize the Executive Director to sign a one year service agreement with Hiltz of <br />Gloucester, MA, renewable annually for an additional four years, at a cost not to exceed $824 per month <br />for both 667 and 705 -1 developments the first year and as noted in agreement for years two through five. <br />DOS Rate Chanee Move Diane Second Kevin Vote 3 -0 <br />12 -54 VOTED: To accept and approve the minimum base wage rates as presented by Comm. Of MA, <br />DOS effective 04/01/12 for General Maintenance @ $ 24.95 base rate and Maintenance Man II @ $23.53 <br />base rate. <br />Personnel Matters: <br />- Department of Labor rates have been published for maintenance personnel effective April 1, 2013. <br />There will be a 3.60% increase over last year's rate. Memo from Commonwealth of MA was presented <br />to the Board. <br />Retort of Proerams• <br />Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. . <br />Sec 8 Report- Kathy Rolf, Sec. 8 Program Coordinator provided a monthly report for review. <br />Resident Service Coordinator- Current Tannerville Newsletter provided. <br />New Business: <br />- Board reviewed DHCD and HUD correspondence regarding reporting requirements on top five paid <br />' staff, interim rule to the executive director salary and qualification schedule and HUD guidance on <br />executive compensation restrictions. <br />Board reviewed copy of memo from Town Manager to Board of Selectmen regarding the Affordable <br />Housing Trust Fund and its proposed allocation plan. The memo reviewed sources of funds and <br />possible uses of AHTF in the future. Any potential issues will be addressed in near future in order to <br />move forward. The Board will be informed of any additional correspondence in this regard. <br />- Department of Labor rates for effective date of April 1, 2012 were discussed. Increases apply to <br />
