READING SCHOOL COMMITTEE MINUTES <br />Call to Order <br />APRIL 11, 1983 135 <br />A special meeting of the Reading School Committee convened at 7 :35 p.m. <br />on April 11, 1983, in the conference room of the Pupil Services Department <br />at Reading Memorial High School. Present were all members except Mr. Allen <br />who was in a negotiations session with cafeteria employees. Also present <br />were Assistant Superintendents Winslow and Munnelly and a representative of <br />the Daily Times and Chronicle. <br />Bids <br />The Committee discussed the bids for painting contracts. On a MOTION by <br />Mr. Nissen, SECONDED BY Mrs. Philbrick, the committee voted to award con- <br />tracts as follows: <br />Items as shown on bid tabulation dated 4/11/83: <br />Items #2,3,6,8 to Country Shore, Boston $11,800 <br />Items #4 & 5 to Lazarakis Painting, Salem 4,461 <br />Item #1 not to exceed $1,450, Country Shore 1,450 <br />17,711 <br />FinCom Meeting <br />Chairman Garroway reported the results of the meeting with the Reading <br />FinCom. At that session, the FinCom agreed to have its proposal to Town <br />Meeting match the voted budget of the Reading School Committee. Mr. Garro- <br />way expressed his pleasure that "for the first time in years, we will go to <br />Town Meeting with our differences ironed out." Mr. Winslow estimated the <br />overall budget increase to be 5.20. <br />The School Committee discussed the "base" which this budget represents so <br />that it could be clear if the FinCom decided to make recommendations for <br />later budgets on the base amount of 1983 -84 budget. Mr. Nigro was assured <br />that the recent decision to return unexpended funds to the Town did not <br />lower the School Committee's "base" for the future. <br />Mr. Nigro asked if the School Committee could learn what educational budget <br />items usually included in the per pupil amount were not accepted for 1983- <br />84 due to lack of funds. Mr. Nigro's question grew out of his reading of <br />the High School Evaluation report prepared by the high school teaching staff <br />in anticipation of the accreditation visit. Mrs. Philbrick reiterated her <br />view that some part of unexpended funds should have been diverted to educa- <br />tional materials. <br />Dr. Munnelly reminded the School Committee that the staff report was a <br />piece of business still in the discussion stage and that no formal response <br />to the misconceptions in the staff report had yet been offered to the staff <br />or visiting educators. <br />On a MOTION by Mr. Coco, SECONDED by Mr. Nigro, the Reading School Committee <br />voted unanimously by roll call to go into executive session to discuss issues <br />of bargaining and negotiating. It was 8 :15 p.m. when, on a MOTION by <br />Mr. Nissen, SECONDED By Mrs. Philbrick, the committee voted to adjourn. <br />
