t <br />BY -LAW COMMITTEE MINUTES #117 <br />y October 29, 1987 <br />Members present: Ed Murphy, George Theophanis, <br />Nils Nordberg and Dolores Carroll. <br />7:35 Chairman Murphy called the meeting to order in Room 16, <br />Town Hall. <br />Minutes of meetings dated September 23 and October 15 <br />were reviewed and accepted. <br />7:45 Chairman Murphy introduced Richard Howard and George <br />Hines of the Community Planning and Development <br />Commission. <br />Mr. Howard mentioned that CPDC would hold a public <br />hearing on November 2 to discuss proposed amendments to <br />Zoning By -Laws. A forum will be held with various <br />boards and committees on November 5 to do the same and <br />to explain why PUD is needed for the landfill area and <br />how it will benefit the Town. <br />He discussed office and hotel space in phased <br />development. In later phase of development, buildings <br />would progress to 12 stories. <br />His feeling is that PUD is best for the developers and <br />the Town. <br />CPDC had a mailing list of 400 residents, chosen at <br />randum, to receive information and give their input. <br />PUD addresses open spaces, buffers, which are not <br />provided for in current Zoning By -Laws. Town to work <br />with developers regarding traffic. <br />Developer would pay for consultants. <br />Mr. Howard feels it's a good product; an option a <br />developer can use; will serve the Town well. <br />Homart is vital to the financial interest of the Town - <br />8 1/2 Million Dollars worth. <br />A <br />Using the <br />Zoning <br />Map, Mr. <br />Howard pointed out <br />the <br />proposed <br />overlay <br />district <br />along Walker Brook <br />Drive. <br />He discussed office and hotel space in phased <br />development.
