IM <br />BY -LAW COMMITTEE MINUTES #118 <br />November 9, 1987 <br />Members present: Ed Murphy, George Theophanis, <br />Nils Nordberg, Philip Pacino and <br />Dolores Carroll <br />Meeting held prior to Subsequent Town Meeting. <br />Continuation of Philip Pacino's Minutes. <br />7:25 After discussion of Articles 6, 7 and 8, members <br />adjourned to meet with the Selectmen to discuss Plan of <br />Organization for Town Government. <br />Nils questioned the Board of Library Trustees placement <br />on the Plan and was told by Peter that the Library has <br />odd status in the Charter per Town Counsel. Has to go <br />through Personnel system for purchases; approval of <br />bills. Library Trustees act like the Board of <br />Selectmen. Library has had ongoing discussions over <br />the past several months. They are not a policy making <br />authority, others are. <br />Board of Assessors are policy making body; their staff <br />come under Finance. <br />Peter was asked if Code Enforcement included the <br />Building Inspector and he said that it did. <br />I pointed out to Peter that the Board of Registrars is <br />not a policy making body. That elections do not come <br />under them - Town Clerk has full responsibility. All <br />they do is certify signatures and sign voter <br />Registration Forms. <br />There is a Statute that states that they should not <br />work an election, because if they do and there is a <br />recount, they have to excuse themselves. <br />Mollie Ziegler mentioned that a Registrar works in the <br />Clerk's office on election nights, but was told that it <br />was for phone coverage only. <br />Peter made a motion that the Plan of Organization be <br />accepted as changed (with the circle surrounding the <br />Board of Registrars removed). All Selectmen voted in <br />favor. <br />
