BY -LAW COMMITTEE MINUTES #120 <br />I? <br />(W DecemberA, 1987 <br />Members present: Ed Murphy, George Theophanis, <br />Nils Nordberg and Dolores Carroll. <br />7:38 Chairman Murphy called the meeting to order in Room 16, <br />Town Hall. <br />Review of minutes dated November 10 postponed due to Phil <br />Pacino' s absence. <br />Bill Brown, a town meeting member, was present to discuss <br />Article XIX, "Disposal of Surplus Property." <br />Would like the value amount raised from $500 to $5,000. <br />Below $500 Town Manager can get rid of surpl -us with the <br />approval of the Finance Committee. He suggdsted an annual <br />auction for surplus. Town Manager should haV-e authority <br />without approval of the FinCom. Does it conflict with <br />state law as to the limit? <br />Prior to leaving Bill agreed to draw up an amendment and <br />submit to the Committee before Fall. <br />Nils explained <br />will supersede <br />Attorney Gener, <br />�r Committee then <br />General Bylaws <br />office. <br />that Personnel Bylaw voted at Town Meeting <br />present one, but must be approved by <br />a1. <br />reviewed and commented on final set of <br />which had been sent to Attorney General's <br />Discussed layout of bylaws from Andover, Lexington, <br />Winchester, and North Reading, with regaVd to our final <br />printing. <br />Discussed possibility of using decimal gy-stem for bylaws <br />which would then be the same as Zoning Bylaws. Also, <br />should both bylaws be combined into one 'book, with the <br />ability to be separated into two books? Agreed that they <br />should have that capability. <br />How many substantive changes should be made? Grammatical <br />changes will be made; rewording of articles; restructure. <br />Review process will be open to the public - everyone will <br />know well in advance of Town Meeting.
