Present were: <br />recently appointed Commission Members Richard Schubert, Virginia Adams, and Priscilla Poehler; <br />applicants for Commission membership Sharlene Reynolds- Santos, Everett Blodgett, and Ilene' <br />Bornstein; former Chairman of the Commission, Susan Patterson; and applicants for a Certificate <br />from the Commission, Judith and Anthony Mieczkowski of 252 West Street. <br />The first order of business was to elect a Chair. Ms. Adams nominated Mr. Schubert. Ms. Poehler <br />seconded. Mr. Schubert accepted the nomination on condition it would be temporary until the full <br />compliment of members had been sworn in.. Ms. Adams moved nominations be closed. The motion <br />was seconded and passed 3 -0 -0. On a motion by Ms. Adams and seconded, the Commission elected <br />Mr. Schubert Chairman of the West Street Historic District Commission by a vote of 3 -0 -0. <br />Ms. Patterson described the procedure for reviewing applications and throughout the meeting <br />answered questions offered suggestions on how to make the procedure go smoothly. <br />Ms. Adams distributed a DVD that describes the purpose of Historic District Commissions and <br />informed the Board that she and Mr. Blodgett would be attending an event hosted by the Cape Cod <br />Historic Commission on the subject of writing legal decisions. <br />252 West Street <br />Ms. Adams moved the Commission find it has no jurisdiction over the work proposed at 252 West <br />Street as the building in question is less than 70 years old (Section 5.18.9.1.6) and that it issue a <br />Certificate of Non- Applicability for the work described in the application as well as for two cellar <br />windows on the rear of the building as described to the Commission by the applicants tonight, and <br />any incidental work required to finish the project (e.g. replace shingles disturbed, or rotten wood <br />sills). Ms. Poehler seconded. The motion was carried 3 -0 -0. <br />Page 1 of 2 <br />
