Reading Historical Commission <br />Meeting Minutes <br />October 12, 2011 at 7:00 PM <br />Town Hall, Lower Level Conference Room <br />In attendance: <br />Mark Cardono; Roberta Sullivan; Janann Ali; Robyn Parker at 8:30; Virginia Adams <br />Others in Attendance: John Arena; David Mancuso <br />Subject: Article 27 <br />The purpose of the meeting was to discuss Article 27 on the upcoming Town Meeting <br />Warrant. It is on the warrant by petition and offers an appeal process through the Board <br />of Selectmen from the actions of the Historical Commission regarding the Demolition <br />Delay bylaw along with a hardship clause. <br />The guests, Mr. Mancuso and Mr. Arena presented their position and rational regarding <br />their petition article. They want "due process" when government asserts controls on <br />individuals believing there should be a right to redress. <br />Commission members questioned where the amendment fit into the existing bylaw. Also <br />noted the section regarding hardship pertains to Historic Districts and not Demolition <br />Delay Bylaws. Mr. Arena left at 7 :30 to attend another meeting. Mr. Mancuso restated <br />the need to grant relief or an appeal process for owners subject to the Demolition Delay <br />Bylaw. He left at 7:50. Action item: follow -up with Town Counsel. <br />The Commission continued discussing the issue and began developing an approach to <br />present to the By -Law Committee on Oct. 19'' as well as plans for Town Meeting. <br />Meeting adjourned: at 9:15 pm <br />Note Taker: Virginia Adams <br />Next Meeting Scheduled for: October 13, 2011 <br />
