BYLAW COMMITTEE MINUTES #303 <br />Wednesday, October 19, 2011 <br />7:10 p.m. Meeting called to order in the Lower Level Conference Room in Town Hall. <br />Members Present: Phil Pacino, Jack Russell, Dolores Carroll, Ronald O'Keefe, Jr. and <br />Louise C. Callahan. <br />Also Present: Town Manager Peter Heckenbleickner. Historical Commission Members <br />Virginia Adams, Roberta Sullivan and Mark Cardono. Conservation Commission Vice <br />Chairman Jamie Maughan. <br />Article 22: Peter reviewed the Zoning Bylaw amendment which would limit the size of <br />temporary construction signs and ensure they remain unlit and have no moving parts. <br />On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the Bylaw Committee voted to <br />recommend the subject matter of Article 22 by a vote of 5 -0 -0. <br />Article 24: Jamie Maughan explained that the goal of the Conservation Commission is to <br />make the Wetland Bylaw consistent with State regulations, thereby making it a simpler <br />process not subject to Town Meeting review. <br />On motion of Ron O'Keefe, Jr., seconded by Jack Russell, the Bylaw Committee voted to <br />recommend the subject matter of Article 24 a vote of 5 -0 -0. <br />Article 27: Mark Cardono stated that the Historical Commission was not consulted in the <br />findings and drafting of the proposed amendment and that it should have been a more open <br />process. Virginia Adams presented exhibits and mentioned that there are 370 historical <br />properties in the Town which are to be considered. <br />On motion of Ron O'Keefe, Jr., seconded by Jack Russell, the Bylaw Committee voted not to <br />recommend the subject matter of Article 27 by a vote of 5 -0 -0. <br />Article 26: Although previously voted in the negative, Phil suggested reconsideration of this <br />article. On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the motion for <br />reconsideration was recommended by a vote of 5 -0 -0. <br />On motion of Louise Callahan, seconded by Dolores Carroll, the Bylaw Committee voted to <br />recommend the subject matter of Article 26 by a vote of 5 -0 -0. <br />Article 32: A previous vote was also taken on this article; however, it was proposed that <br />reconsideration be considered. On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, a <br />motion for reconsideration was recommended by a vote of 5 -0 -0. <br />On motion of Ron O'Keefe, Jr., seconded by Jack Russell, the Bylaw Committee voted not to <br />recommend the subject matter of Article 32 by a vote of 5 -0 -0. <br />
