RECEIVED
Board of Health Meeting TOWN C L E K
Executive Session
READING, MASS,
May 26, 2010 2011 SEP 22 P 5: 03
The Executive Session convened at 7:31 a.m. in the Berger Room, 16 Lowell Street, Reading,
Massachusetts. Present were Chairman Barbara Meade and Board of Health members David
Singer and Colleen Seferian, Town Manager Peter Hechenbleikner and Community Services
Director Jean Delios.
On May 26, 2010 the Town Manager reviewed concerns about the method of operation of Health
Service Administrator Larry Ramdin. He reviewed a number of concerns and complaints
expressed by the community not related to specifically his knowledge and qualifications, but
related to how he interacts with people. A letter from Jacqui Carson from Peter Sanborn Place
and Homecare was distributed to members of the Board of Health as an example. It was noted
by the Board that complaints were made by businesses that had been found to be non - compliant
with Board of Health Regulations.
Members of the Board of Health expressed surprise that they had not heard about these concerns
previously. The Town Manager also expressed surprise since he thought these concerns were
common knowledge in the community. The Board of Health would like to try to resolve these
differences and issues, and to retain Larry Ramdin as the Health Service Administrator. The
Town Manager indicated that he was going to be talking to others in the community for advice,
and would then call back together a meeting of the Chairman of the Board of Health, Mr.
Ramdin, Community Services Director and the Town Manager to see what the options are in
terms of addressing the concerns. The Town will also consult with our Employee Assistance
Program for advice.
On motion by Seferian seconded by Singer the Board of Health adjourned at 8:30 a.m. on a roll
caA vote with all three members voting in the affirmative.
