Town of Reading <br />ZONING BOARD OF APPEALS <br />Minutes of September 22, 2011 <br />Members Present: Jeffrey Perkins, Chairman <br />John Jarema <br />John Miles <br />Damase Caouette <br />Kristin Cataldo <br />Members Absent: Robert Redfern <br />R 17 CLIVEL-0 <br />TOWN CLERK <br />RDIADING, 1 iASS. <br />2011 OCT 21 P 12: 45 <br />A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the <br />Town Hall, 16 Lowell Street, Reading, Massachusetts, beginning at 7:00 P.M. <br />Other Business <br />45 Beacon Street Comprehensive Permit Angelo Salamone <br />Mr. Salamone said he was planning on presenting a letter from his engineer at this meeting but <br />the engineer was on vacation this week and unable to draw up the letter. He said the engineer is <br />in charge of all the drawings and is the key to submitting an application. He said health, fire and <br />electrical signed off on the previous permit. Engineering would not sign off because the <br />application was not complete. He said he also needs conservation signoff. <br />The Building Inspector said there were 26 conditions that need to be met as well as current <br />building standards and that all need to be met in order to issue a Building Permit. The Building <br />Inspector also said the plans submitted were what he considered "paper napkin plans" that are <br />not sufficient either for electrical, plumbing and building. <br />The Chairman said he wanted some conditions with actual timeframes in place for submission of <br />a complete building permit application and proof of financing. Mr. Jarema said there were 3 <br />years to put the shovel in the ground for 40b projects but it appears that Mr. Salamone has one <br />year from now if an extension is granted to obtain a building permit by meeting all the required <br />conditions. Mr. Jarema said the benchmarks would be set in place to be helpful and function as a <br />guideline to the Applicant to assist him in the project. <br />The Chairman said he sees it as more as certain conditions that are required and if the Applicant <br />fails to meet these conditions a building permit would not be issued. He also did not want the <br />same issues revisited again. <br />ZBA Meeting, September 22, 2011 <br />
